Thanks for your help so far, I think I'm narrowing into the solution for this character. Bear with me. This character's design places the face from the belly button to the shoulders. So the Spine 1-3 nodes span the length of the face. Modules have a single point of parenting but I think this character would benefit from Spine 1 parenting the jaw, Spine 2 the mouth and nose, Spine 3 the Eyes. I can add follow nodes but can I attach below the module level? Or maybe there is a much simpler way to think about this?

Alright, nevermind on that last one. Looks like I want to consider parenting the face to Spine Joint 3, even though Spine Joint 2 seems the logical place for it. Works fine with Orient turned on, it's just that Spine Joint 3 adds extra bend to the neck/body. I wonder if there is a simple way to share influence from Spine Joints 2 + 3.

Thanks Dustin. I went ahead and used FK Finger modules in the meantime, seemed more reliable. Will test your answer out on the next one. Maybe related, my Face module is not orienting with it's parent spine when bending - it comes along for the ride and seems to rotate a little, but I have to offset the rotation to keep it flush:
