I have 1 Twist Joints in Upper Arm, Lower Arm, Upper Leg and Lower Leg, which should follow their "parents" at 50%, but they follow at 100%. I had similar issue in RRM2, which I think I solved by assuring I chose Tool Legs/Arms (or opposite, disabling it, I don't remember), but now neither of these work: both Toon and "normal" twist joints follow at 100% :(

Yes, I set only one twist joint. Can you please explain how can it be problematic? Could you share a file with a limb skinned as it should be by RRM3 design? (can even be a simple cylinder)
This is intentional. The geometry closest to the wrist/ankle joint that should not be affected by that joint needs to twist at or near 100%. Imagine your character is wearing a watch on its wrist. 50% twist for the watch is not enough. It should be closer to 100% twist.
